The Movies Editor v0.8.6.1

Allows you to import and export .msh files into the game, essential for creating your own props & sets. does quite a few other things, as well.

No longer being developed. The Directors cut modding foundry is supposed to be working on the new tool, to be called NGmed, or something like that.

The .Net framework is a microsoft windows addition. Go to the official microsoft site and search for net framework and you'll find it there eventually for download. The latest version at the Microsoft site should be safe too from any backdoor attacks but make sure to check for Windows Updates after you install it anyway in case there's a more recent security fix for Net framework.

you can use blender to make mods. It is a free 3d rendering program. Also you can get Gimp. It is free as well. It is for Textures.
